TRAINING ADMINISTRATOR

(1) Provides readiness training and pre and post-mobilization training (PPMT) to Soldiers. Coordinates with all other directorates and external agencies to develop and execute the State's Adjutant General's DLP Distributed Learning Program goals, objectives and policies. Facilitates the transition from resident-based individual and collective training systems to greater reliance on distributed learning technologies and methodologies with the goal of providing local access to training events. Responsible for the planning, integrating and coordinating the efforts of all agencies and offices participating in or supporting National Guard programs and events. Coordinates Warrior Net Broadcasts for individuals and groups. Works with state Job Site Training Points of Contact (JSTPOCs) to mitigate problems with Warrior Net broadcasts. (2) Keeps abreast of changing technology and educational development as it relates to DL, and synthesizes highly specialized aspects of multiple fields, including educational technology, computer automation and telecommunications. (3) Coordinates with industry experts, business, educational and community leaders and state agency officials on the role of multi-media Distributed Learning and Distributed Training Technology. (4) Plans and coordinates DL training opportunities for the state's National Guard (NG) members Soldiers. Courses and programs offered cover a variety of general education, vocational, or general interest subjects and are essentially the same as found in other states' DL programs. Courses and programs are primarily developed for individuals with a secondary or vocational level education. With rare exception, Programs and courses are standardized to meet training requirements, established by the National Guard Bureau (NGB), or to allow for their use in multiple locations and with multiple instructors. Conducts research and analyses to obtain vendors and internal sources of training, commensurate with training needs. Develops Administers a training program to meet the distributed learning instructional and educational support needs of every Soldier in the state, an approximate average of 800 to 1600 participants. Assists internal providers in the development or modification of courses to enhance material retention. (5) Administers the payment of vendors training providers. Schedules courses for individuals and groups. Notifies supervisors and participants of course dates and costs. Administers the course evaluation process. Oversees the training database and produces regular reports tracking individual soldier's progress towards fulfilling training requirements. Serves as a liaison between vendors training providers and site administrators who oversee DL training and resolves program problems or issues. Coordinates the building of classroom facilities with other branches of the NGB or Army organizations. (6) Provides guidance and coordinates technical and training support for site administrators. Coordinates program site preparation effort and activities with the Director of Facilities Construction Facility Management Office (CFMO). Reviews site preparation estimates and coordinates site preparation with site points of contact (POC). Ensures site preparation work meets program standards. Maintains site preparation schedules. and IAW NGB Memorandums of Agreement. (7) Coordinates with the United States Property & Fiscal Officer (USPFO), Grant Office Representative (GOR) or state comptroller to design, implement and monitor various interagency agreements for the DL program and ensure proper flow of program income through the DL Cooperative Agreement. Serves as the DL Program Fund Manager and coordinates all DL related budget and funding activities with the United States Property & Fiscal Office (USPFO) while performing all fund manager duties as required by regulation and law, as appropriate. (8) Coordinates training activities with other Deputy Chief of Staff for Operations Office (DCSOPS) branches, Training and Doctrine Command (TRADOC), Air Force Institute of Advanced Distributed Learning (AFIADL), NGB, and various agencies to establish priority of course ware development and conversion requirements and priorities, consistent with current needs and future projection of training requirements needs. Serves as an official member state representative of the Distributed Learning Advisory Committee (DLAC). (9) Analyzes, extracts and identifies significant DL trends and issues. Conducts studies, surveys and audits to evaluate the effectiveness of the state's DL program by comparing achieved results with established goals. Prepares reports, charts, graphs, statistical and narrative data, etc, to reflect the status of various aspects of the program. Monitors, evaluates and reports state classroom usage. Experience:
Must have experiences that demonstrated the particular knowledge, skills, and abilities to successfully perform the duties of the position. Have some experiences in conducting or developing education and training programs. Also, have some experiences conducting, supervising, or developing education or training programs. Basic understanding in the Army or Air Force education and training policy requirements. Some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques. Knowledge of Army or Air Force education and training programs in regard to their principles, and procedures. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Basic capabilities in communicative interpersonal skill applications and distance learning concepts. Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
